Integrated Cold Chain and Value Addition Infrastructure

Government of India has approved a Central Sector Scheme – SAMPADA (Scheme for Agro-Marine Processing and Development of Agro-Processing Clusters). SAMPADA has been renamed as Pradhan Mantri Kisan Sampada Yojna (PMKSY).

One of the schemes covered under PMKSY is “Integrated Cold Chain and Value Addition Infrastructure”. This article is all about this scheme based on the last guidelines issued by MoFPI dated 17.12.2019.

1. Objective:

The objective of the scheme is to provide integrated cold chain, preservation and value addition infrastructure facilities without any break, from the farm gate to the consumer in order to reduce post-harvest losses of horticulture and non-horticulture agri-produce.

The scheme allows flexibility in project planning with special emphasis on creation of cold chain infrastructure at farm level. The scheme will have the following project components:

To avail financial assistance under this scheme, the applicants have following 4 options to implement the above mentioned components.

1. A + B                        or

2. A + C                        or

3. A + B + C                 or

4. D

Note:  

  • Maximum grant in aid would be Rs. 10 crores per project.
  • Cost norms of Mission for Integrated Development of Horticulture (MIDH) issued by    Department of Agriculture, Co-operation and Farmers Welfare will be followed wherever available.
  • Calculation of Technical civil work: The following list would be considered as non technical civil work therefore will not form part of technical civil work:
